This means you can't JUST have 50, or 60. You can only have 25 at first, and must upgrade the build limit through the Mosque (the Ottoman Church, it's just got a special name). Making it easier (or harder) is the fact that there is a low build limit on Settlers. This means you can't operate on your own pace you have to operate on the pace of the Settlers.
If you don't keep up with your houses, then you won't be able to train any troops. With a constant spawn of Settlers, you are constantly filling up your population slots. First of all, let's just assume for the moment that that was the only detail to this (it's not). That's hundreds of food you'll save right off the bat.
Once built, the Town Center will automatically start spawning Settlers for free.
